The Punjab & Haryana High Court on 22 July 2026 ordered an immediate statewide ban on new Stilt+4 floor constructions. The order came after a petition filed by Sunil Singh, represented by senior advocate Nivedita Sharma. The Director of the Town and Country Planning Department (DTCP) issued the directive, suspending the online portal for building‑plan approvals and self‑certification across Haryana. The new rule applied to all urban local bodies, HUDA, HSIIDC and district town planners. The decision was handed down on the same day the petition was heard.
The S+4 policy, which sets a ground‑level parking area followed by four residential floors, had been introduced to meet growing housing demand. And the scheme quickly sparked opposition from Residents’ Welfare Associations (RWAs) and civic groups. They argued that the design placed excessive pressure on drainage, sewerage, electricity, water supply and parking infrastructure. The court’s bench, led by the Acting Chief Justice, noted that the issue could not be resolved without a clear final stance, and therefore no fresh permissions would be granted.
The administrative freeze means that anyone who had already started an S+4 project must halt work. The DTCP portal, which had been the primary channel for submitting plans, was taken offline. Offline processes at municipal offices were also suspended. Officials say the stoppage is temporary, pending a full hearing on the petition. The ban covers both new applications and ongoing reviews, effectively freezing the pipeline of S+4 approvals. The process it’s clear that all new submissions are now on hold.
Several towns reported the impact immediately. In Gurugram, which had previously been the sole zone where S+4 constructions were allowed, developers have been forced to pause foundations. A handful of high‑rise sites that were in the final approval stage are now idle. Property analysts note that the sudden halt could delay housing delivery by months, which is unusual for a state trying to meet urban demand. But officials have not given a firm date for when the portal will reopen.
The decision has drawn mixed reactions. The Haryana government stated it was following the court’s direction, emphasizing public safety and infrastructure integrity. RWA representatives celebrated the ruling, calling it a victory for community concerns. Real‑estate groups warned that the clamp‑down could affect investment and employment in the construction sector. And residents have been demanding a review since the policy’s rollout. All applications are frozen. The outcome will be watched closely as the High Court prepares to issue its final verdict.
