The National Human Rights Commission (NHRC) has taken cognizance of the international kidney racket busted a week ago in Gurugram and the issue of NOC for illegal organ transplant in Jaipur. Taking cognizance on the basis of media reports, the Commission has issued notices to the governments of both the states.

Its report has been sought within four weeks. It has also been asked to explain what steps have been taken so far to prevent the menace of illegal trade in human organs.

On April 4, the Chief Minister Flying Squad and the Health Department team busted a gang that conducted illegal kidney transplants by arresting five Bangladeshis from Babil Guest House in Sector-39, Gurugram. Mohd., resident of Ranchi. Murtaza Ansari had called the five Bangladeshis for kidney transplant at Fortis Hospital in Jaipur.

Two of these people had undergone kidney transplant. A pair had to be transplanted.

The Commission said that this is a serious issue of violation of human rights. India has a specific law to deal with the topic of illegal trade in human organs. This law came into force in the year 2014. Both the states of Haryana and Rajasthan have also adopted it. The commission has issued notices to the chief secretaries of Haryana and Rajasthan governments and the director generals of police of both the states, seeking a detailed report in the matter within four weeks.

The report also asked for information on the status of the FIR lodged by the police and whether any arrests have been made. The Commission said it would also like to know about the steps being taken to prevent the menace of illegal and illicit trade in human organs. It also said that the governments of both the states should ensure that mischievous elements are identified and cases are registered against them under the law without any delay.

Process of issuing lookout circular against Murtaza begins

After kidney transplant, Mohd brought along five Bangladeshis from Jaipur on April 1. Murtaza Ansari has not been caught by the police yet. Several teams of Gurugram Police conducted raids in several districts of Jharkhand and Bengal in search of him.

Due to the fear of him fleeing to another country, the police is preparing to issue a lookout circular against him. ACP Crime Varun Dahiya said that the process of issuing lookout circular has been started. Under this, many information has to be collected. LOC will be issued in a day or two.
