NCRP Unveils 2041 Master Plan Details: 30‑Minute Links to Gurugram, Sonipat, and Gajipur

The National Capital Region Planning Board’s June 16 meeting outlined a 2041 master plan promising super‑fast transit to Gurugram, Sonipat, Gajipur within 30 minutes, new RRTS corridors, and green‑field townships across Haryana, UP and Rajasthan, while keeping the NCR boundary unchanged.

The National Capital Region Planning Board (NCRPB) confirmed that the proposed 2041 master plan will reduce travel time between Delhi and key NCR cities to 30 minutes. Eight new rapid‑rail corridors and several green‑field townships are slated for development across Haryana, Uttar Pradesh and Rajasthan.

The National Capital Region Planning Board (NCRPB) held a high‑level session on 16 June in which it detailed the Regional Plan 2041 for Delhi and the surrounding National Capital Region (NCR). Participants included Central Minister for Housing and Urban Development Manohar Lal Khattar, Haryana Chief Minister Nayab Singh Saini, and representatives from Delhi, Uttar Pradesh and Rajasthan.

In its discussions, the board clarified that the present 55,083 sq km extent of the NCR will remain unchanged for the time being. This decision follows debates over the removal of a handful of Haryana districts from the NCR ambit. The current scope will therefore continue to cover Nuh, Jind, Bhivani, Charhi–Dadar and Karnal.

One of the most striking outcomes of the meeting was the plan to cut travel times between Delhi and major NCR cities to about thirty minutes. Under the master plan, a high‑speed mass‑transit network will link Delhi with Gurugram, Gajipur, Faridabad and Sonipat. Karnal, Hapur, Bulandshahr and Giddh will be brought within an hour’s reach, while more remote zones will connect via rapid rail and expressway corridors in two to three hours.

The discussion also highlighted the acceleration of eight new Rapid Rail Transit System (RRTS) corridors. Following the Delhi‑Meerut “Namo Bharat” corridor, additional routes such as Delhi‑Gurugram‑Sahajpur‑Nimrana‑Alwar and Delhi‑Panipat‑Karnal are set for rapid development. Expansions are also planned to extend the Namo Bharat network to Karnal and Nimrana in Rajasthan, with a focus on easing Delhi’s traffic pressure.

In addition to transit upgrades, the board agreed to create a “Namo City” in each participating state—Delhi, Haryana, Uttar Pradesh and Rajasthan. These cities will feature modern amenities and enhanced connectivity, aimed at distributing urban growth more evenly across the region.

Green‑field township development is another cornerstone of the master plan. The board intends to launch five to eight new eco‑townships in Haryana, Uttar Pradesh and Rajasthan. For example, the proposal includes a “Panchgram” project around the KMP Expressway in Haryana, and developments near New Noida and Yamuna City in Uttar Pradesh. These townships will be anchored by high‑speed rail and rapid‑transit stations to ensure seamless movement.

Experts note that the NCR is expected to see an increase of nearly 30 million residents within the next decade, potentially making it the world’s largest urban cluster by 2030—surpassing Tokyo. The master plan foresees an investment of roughly ₹20 lakh crore over the next 10‑15 years to realise this vision.

While the meetings reassured stakeholders that the NCR boundary will remain intact, the focus on super‑fast connectivity and new urban nodes marks a decisive shift toward a more integrated and sustainable metropolitan region.
