Delhi Chakka Jam: Transporters to Block Roads May 22-24 Over Green Tax, BS-IV Ban

New Delhi: Transporters in Delhi-NCR region have announced a three-day ‘chakka jam’ from May 22 to 24. Rajendra Kapoor, president of All India Motor and Goods Transport Association, said this is not a normal strike but a compelled step against continuously rising economic losses and government policies.
The transporters expressed anger over ECC (Environment Compensation Charge) tax and green tax, which they claim are severely affecting transport business. Kapoor stated that the government recently increased ECC tax, putting additional financial burden on transporters.
Regarding BS-IV restrictions, Kapoor explained that while BS-IV vehicles will be allowed to operate across the country from October 31, 2026, their entry will be banned in Delhi. The transporters questioned why different rules are being framed specifically for Delhi.
The union also raised strong objections to green tax being levied on BS-VI vehicles. Kapoor argued that since BS-VI vehicles are already considered less polluting, imposing green tax on them is unjustified. Their primary demand is complete removal of green tax.
According to RTI information received by the transport association, approximately 55.4 percent of the funds collected since 2015 under the pretext of pollution control have not been utilized. Kapoor claimed that proper utilization of these funds could have significantly controlled pollution levels.
Transporters have warned that during the chakka jam period, their vehicles will not enter Delhi and all operations will remain completely shut. This step, according to the association, is being taken to awaken the government. It is expected that this road blockade may affect supply of goods, markets and logistics services across Delhi-NCR.
