E-registration only for a few categories, UP says after strike by Noida deed writers

UP limits e-registration after Noida deed writers strike
Uttar Pradesh says e-registration will cover only specified agency-led first transfers, excluding private secondary deals, after protests in Noida.

Noida: The Uttar Pradesh registration department has clarified that its e-registration system will not apply to all property documents or sale deeds, even as advocates and deed writers in Noida continue to protest the move.

In a circular issued on June 12, the state inspector general of registration said the online process will be limited to a specific category of property transactions. The clarification came after concerns spread following the June 4 rollout order, with deed writers and document scribes fearing that a fully digital system could affect their livelihood.

Advocates and deed writers at registry offices in Greater Noida, Dadri and Jewar stopped work on June 10 and announced an indefinite strike against the government’s e-registration plan. The registration process was affected on June 11 and June 12.

Mahesh Bhati, president of the Advocate and Deed Writers Welfare Association, said, “Our concern is not digitalisation — it is livelihood. If buyers can register property directly online, they will stop coming to registry offices. Deed writers and advocates will be rendered redundant overnight. That is why we struck work and demanded amendments to the order,”

Under the revised instructions, e-registration will apply only to deeds executed by government or semi-government agencies notified under the Uttar Pradesh Online Registration Rules, 2024. It will also be restricted to first transfer deeds under approved schemes and sanctioned documents. Secondary transactions between private parties have been kept outside the system.

Brijesh Kumar, assistant inspector general-2 (Greater Noida), said, “The e-registration system will not adversely affect advocates and deed writers. Govt-executed properties are far fewer than private transactions. In Gautam Budh Nagar, for instance, YEIDA’s first transfers to allottees will go through e-registry. But a homebuyer purchasing a flat from a builder will still follow the old process,”

The agencies included under the framework are Noida, Greater Noida and Yamuna Expressway industrial development authorities, the UP Housing and Development Board, the Uttar Pradesh State Industrial Development Authority, Lucknow Development Authority and Varanasi Development Authority.

Registration officials have been directed to assist the public, advocates and deed writers in clearing confusion about how the e-registration system will be implemented.

Despite the government clarification, the strike has not been withdrawn. Bhati said, “A decision will be taken on Monday. We believe the govt will eventually extend e-registry to all property transactions,”
