Pakistan’s ISI has allegedly formed a terror nexus with Tehreek-e-Taliban Pakistan (TTH) and underworld figure Shabaz Bhatti to trigger attacks in Delhi NCR, according to intelligence sources. The conspiracy, uncovered after months of surveillance, aims to spread terror through targeted bombings and coordinated strikes across India’s national capital region. Delhi police’s special cell busted an eight-member terror gang operating under this ISI-TTH framework last month, revealing extensive social media coordination with handlers across the border.

Background of the conspiracy

The network’s reach extends far beyond Delhi, with TTH graffiti appearing on walls in Faridabad as early as a few months ago. In Punjab, the group took responsibility for grenade attacks on police stations and the murders of bank managers, publicly claiming these acts through social media posts. ISI’s strategy allegedly involves creating confusion between TTH and Tehreek-e-Taliban-e-Islam, a Taliban-backed outfit allegedly supported by Pakistan, to mask its own operations while spreading fear in India.

And the operational methods reveal a chilling sophistication.

TTH operatives, including Shabaz Bhatti and Abid Jatt, reportedly used encrypted messaging applications to recruit local youths, offering ₹5,000 per act of graffiti on Delhi and Faridabad locations. Video proofs were sent to handlers in Pakistan, who then transferred funds to recruits’ accounts. The payments funded weapons purchases, with gangsters buying arms on the black market to arm terror cadres at throwaway prices.

A rare admission from intelligence agencies

Indian intelligence agencies confirm that ISI is attempting to spread terror through this gangster-underworld collaboration. Jailed crime syndicate members communicate via mobile phones, enabling contact with operatives across Punjab, Delhi, Uttar Pradesh, Jharkhand, Bihar, Uttarakhand, Haryana, Rajasthan, Maharashtra and Madhya Pradesh. These networks facilitate weapon smuggling through drones, with grenades and modern arms reaching Punjab police patrols regularly. In February, ISI allegedly orchestrated a grenade attack on a Punjab police post near the India-Pak border, killing two officers.

The strategy extends to provoking communal tensions while maintaining plausible deniability.

By framing attacks as incidents involving the Afghani Taliban rather than ISI’s own proxy groups, Pakistan seeks to manipulate Indian perceptions. Terror activities target religious sites, military installations and prominent individuals across northern and central India. ISI’s plan reportedly includes triggering bomb explosions to spread terror in Delhi NCR’s densely populated areas, exploiting social media to amplify fear through instant viral content.

The ISI-gangster connection operates through financial manipulation and recruitment.

Criminals and Mumbai underworld figures from traditional ‘brotherhood’ ties collaborate in organizing terror attacks. These networks arm recruited youths with cheap weapons, incentivizing them through drug profits and promises of wealth. Intelligence agencies have identified several youths currently undergoing training at border areas, preparing to execute coordinated strikes on high-value targets. The strategy involves creating multiple simultaneous incidents to overwhelm emergency response mechanisms and maximize casualties.

Next week, security agencies plan to launch operations across 12 states to dismantle remaining cells identified through interrogations of recently arrested terrorists, signaling a major crackdown on the entire ISI-TTH infrastructure before it can execute its planned attacks.
